The story is set in a bustling New York City apartment building, where a terrier named Max (voiced by Louis C.K.) lives a comfortable life with his owner, Katie (voiced by Ellie Kemper). Max s world is turned upside down when Katie brings home a large, shaggy rescue dog named Duke (voiced by Eric Stonestreet). The two dogs instantly dislike each other, leading to a rivalry over who will be Katie’s favorite.
While out on a walk, Max and Duke are captured by Animal Control after a series of misadventures. They are soon rescued by a rebellious white rabbit named Snowball (voiced by Kevin Hart), who leads a gang of abandoned pets called the "Flushed Pets." These animals are determined to get revenge on humans. Snowball believes Max and Duke are also abandoned pets and takes them in, not realizing they are actually domesticated.
Max and Duke must navigate the underground world of the Flushed Pets while trying to find their way back home to Katie. Meanwhile, Max s friends from the apartment building—Gidget (a Pomeranian voiced by Jenny Slate), Chloe (a sarcastic cat voiced by Lake Bell), Mel (a pug voiced by Bobby Moynihan), Buddy (a dachshund voiced by Hannibal Buress), and Sweet Pea (a parakeet)—organize a rescue mission to find Max and bring him back.
As Max and Duke try to survive in the streets, they slowly begin to bond and share their backstories. Duke reveals that he was once loved by an old man who passed away, leaving Duke heartbroken and eventually homeless. This shared experience helps the two dogs to understand each other better.
In the film s climax, the pets confront Snowball and the Flushed Pets, leading to a chaotic chase through the streets and sewers of New York City. In the end, Max and Duke manage to return home just in time for Katie’s arrival. Snowball is eventually adopted by a little girl, turning him into a domesticated pet, much to his initial dismay but eventual acceptance.
